Understanding the Quarries Regulations 1999

Background to the Course

The introduction of the Quarries Regulations 1999 was a significant and important event for the extractive and mineral processing industries.   This course was designed to assist anyone involved in the management of health and safety in quarries to understand the regulations and how they should be applied. The course provides partial coverage of the Health and Safety knowledge requirements of the NVQ in Health, Safety and Environmental Management in Quarries and complements IOSH Managing Safely by providing the industry-specific legislation.   

Who Should Attend?

Anyone with responsibility for, or interest in, the application of the regulations.  This will include managers and supervisors, health and safety advisors, safety representatives and contractors.

Course Objectives

By the end of the course, members should:

  • Have an understanding of how modern health and safety legislation works
  • Understand the meaning of the terms, regulations, ACOP and Guidance
  • Be able to navigate the regulations and ACOP and use them for reference
  • Have a basic working knowledge of the regulations
  • Understand the influence of the regulations and ACOP in the context of good working practices in the quarry
  • Understand the duties and responsibilities of key personnel

The Course Content may vary depending upon the needs and background of the course members, or changes in emphasis due to current issues; however, typical content will be derived from the following:

  • Overview of the Quarries Regulations 1999

  • Training and competence
  • Instructions, rules and schemes
  • Risk control
  • Workplace inspections: Regulation 12
  • Vehicle safety and traffic systems
  • Barriers 
  • Permits to work
  • Emergency preparation
  • Explosives and shotfiring
  • Excavations and tips
  • Consultation and employee participation
  • Health surveillance

Course Structure and Delivery Methods

A one-day course, consisting of short lectures, discussions, and group exercises and . On completion, course members are awarded the EPIC Certificate of Training a two-day advanced assessed course covering the regulations in more detail is also available. A certificate of Achivement is awarded on completion of the Advanced course.
